Scholarships are offered as part of the Maryland Legislative Scholarship Program and available to students for financial assistance with the cost of post-secondary education (beyond high school i.e. college, career school, and graduate school) and are administered through the Maryland Higher Education Commission (MHEC).  Rules regarding program eligibility, submission and processing of personal financial and other sensitive data, determination of final award amounts, and distribution of awards can be found at  https://mhec.maryland.gov/preparing/Pages/FinancialAid/descriptions.aspx .  The site also lists other grant and scholarship programs for which you may be eligible.

Below you will find the link to my Delegation Scholarship Application for the 2022-2023 academic year. To ensure consideration for the 2022-2023 academic year, the completed application and required associated documents must be returned to my Annapolis Office by April 15, 2022.

If you would prefer to print this form, submissions of completed applications are also accepted by fax (410-841-3197) or mail (214 House Office Building, 6 Bladen Street, Annapolis, MD 21401).

Applications can also be emailed directly to terri.hill@house.state.md.us. In the event that you forward your application via email, please clearly include the following in the subject line of your email:

Awards are not automatically renewed. If you were awarded a scholarship last year and wish to be considered to receive one this year, you will need to re-apply.

In order to apply for this Scholarship, the student must first file the free Application for Federal Student Aid (FAFSA) and submit it before the March 1 deadline as outlined in the FAFSA booklet.

Applications will be scored by a committee of volunteers and awards made based on the funds available, number of applicants, and strength of each individual application.

Preference will be given to students who reside within the boundaries of the 12th Legislative District.

Awards are generally made by the end of June. In the case of High School Seniors, every effort is made to complete award determination decisions in time for the award to be announced at each school’s senior award ceremonies in May and June.

Some exceptions to application and award deadlines may be made in cases where the award is for a semester other than the fall.  Please contact us by email or phone to request an exception to the deadline. Please review the instructions carefully and include all of the requested documentation.

I am outraged. In a week that will live on in infamy, a politicized Court has issued rulings on gun control and abortion that are contrary to the values and will of the majority of Americans and particularly endangers the lives of children and their mothers. This is wrong.

Although we in Maryland might feel thankful to live in state where we are protected, at least for the moment, it’s not enough for any of us to feel safe. Our civil liberties as a nation are at stake. Next up, according to the opinion of one justice, are contraception access, marriage equality, LGBTQ rights and other privacy and constitutional protections.

It is well past the time for us to stand up and fight for the nation we aspire to be. This is a call for activism. Please heed the call of President Barack Obama to stand in protest, volunteer with organizations, knock on doors for political candidates and vote. “Because in the end, if we want judges who will protect all, and not just some, of our rights, then we’ve got to elect officials committed to doing the same.”

As we enter the final 6 hours of the 2022 legislative session, the last 48 hours encompass in miniature so much of the last 3 ¹/² years - the legislative work, constituent service and community events, the communal ties, the importance of great leadership - lost and gained.
Delegate Ariana Kelley leading the floor in the veto override vote on the Abortion Care Access Act, the installation of new English Council Volunteer Firefighters officers, the Sine Die lunch receptions - a true sign that things are normalizing - with gubernatorial candidate Wes Moore, Lieutenant Governor candidate former delegate Aruna Miller, the unveiling of the official portrait of late Speaker Michael Busch (who passed 4/7/19), and Speaker Adrienne Jones preciding over the final hours of presumably the last floor session of this term.
