Scholarship Program

Critical Deadlines:

FAFSA Form – March 1, 2025

Scholarship Application – April 15, 2025

Scholarships are offered as part of the Maryland Legislative Scholarship Program and available to students for financial assistance with the cost of post-secondary education (beyond high school i.e. college, career school, and graduate school) and are administered through the Maryland Higher Education Commission (MHEC).  Rules regarding program eligibility, submission and processing of personal financial and other sensitive data, determination of final award amounts, and distribution of awards can be found at  https://mhec.maryland.gov/preparing/Pages/FinancialAid/descriptions.aspx .  The site also lists other grant and scholarship programs for which you may be eligible.

Below you will find the link to my Delegation Scholarship Application for the 2025-2026 academic year. To ensure consideration for the 2025-2026 academic year, the completed application and required associated documents must be returned to my Annapolis Office by April 15, 2025.

Awards are not automatically renewed. If you were awarded a scholarship last year and wish to be considered to receive one this year, you will need to re-apply.

In order to apply for this Scholarship, the student must first file the free Application for Federal Student Aid (FAFSA), submit it before the application deadline and attach a copy to the application.

Applications will be scored by a committee of volunteers and awards made based on the funds available, number of applicants, and strength of each individual application.

Preference will be given to students who reside within the boundaries of the 12A Legislative District. To confirm your district for the newly configured maps, please click HERE.

Awards are generally made by the end of June. In the case of High School Seniors, every effort is made to complete award determination decisions in time for the award to be announced at each school’s senior award ceremonies in May and June.

Some exceptions to application and award deadlines may be made in cases where the award is for a semester other than the fall.  Please contact us by email or phone to request an exception to the deadline. Please review the instructions carefully and include all of the requested documentation.

Should you have any questions or need further information, feel free to contact my office, terri.hill@house.state.md.us or 410-841-3378, with any questions, problems or concerns regarding the scholarship, application or process.

Thank you for your commitment to furthering your education and for taking the time to apply.

It was a thrill yesterday to see such a talented group of student musicians from the Peabody Conservatory‼️What a performance. It was great to meet so many people from the community supporting our young artists. It was the 35th annual concert, sponsored by the Columbia Chapter of Links Incorporated and many of the 300 people in attendance hadn’t missed a year. It was that wonderful. 👏🏾👏🏾👏🏾

What are we doing FOR others? Dr. King gave us a charge and a responsibility to care for one another. This simple word “for,” carries a sense of shared humanity and responsibility that was at the heart of his ministry. He did not ask “what are you doing TO others?” Life’s mission should not be to use others to elevate oneself but to help others and thereby help us all.

Today we honor Dr. Martin Luther King, Jr.

The remembrances of of Jimmy Carter’s life and legacy in the final days of 2024 remind us who we as a people can aspire to be. Despite the distractions, I choose to believe we have not lost the opportunity to do and be better. May 2025 restore our spirit of generosity and appreciation for honesty and integrity, selflessness and humility with a commitment to continuing the work of building up humanity and resistance to those who would do otherwise. Happy New Year!

Enjoy the Vocal Arts of Fairfax singing in the new year with Auld Lang Syne (roughly translated as “for the sake of old times” – fitting indeed).
